This preliminary report gives an overview of the power and utility environment in the State of Louisiana (the “State” or “Louisiana”), as it relates to the development of offshore wind (OSW). This report begins with an overview of the energy landscape of Louisiana, including energy supply and demand, regulations and policy, leasing of seabeds, and energy resource planning. The report then describes how hydrogen (H2) can be used as a route to OSW development in the State. Finally, the report analyses energy benefits frameworks from other regions and highlights which of those benefits apply to Louisiana.
