Louisiana Offshore Wind Roadmap

About the Roadmap


The Offshore Wind Roadmap will provide guidance and recommendations on developing a sustainable offshore wind industry in the State of Louisiana, aimed at attracting offshore wind investment in local supply chains through effective procurement mechanisms, supporting local jobs, and ensuring we have mitigation measures in place to protect our natural environment. The Roadmap will include an action plan, identify opportunities to achieve policy objectives, and provide an approach to coordinate a complex network of stakeholders for implementation.

The Roadmap is anticipated to be published in 2026.  An Advisory Committee composed of individuals representing state agencies, educational institutions, environmental NGOs, and industry will provide guidance and input throughout the process. In addition to the Advisory Committee, expert stakeholder groups will provide technical guidance in the following areas:

  • Environment & Spatial Planning 

  • Workforce & Supply Chain 

  • Fisheries

  • Energy Markets

Additional stakeholder groups will be added during the roadmap development process.

The Louisiana Department of Energy and Natural Resources invites the public to participate in the development of the Roadmap. Starting in 2025, The Center for Planning Excellence (CPEX) will facilitate public roundtables to garner perspectives, insights, and input on the various components of the Roadmap. Collaboration & Leadership

The Offshore Wind Roadmap is a joint effort between the Louisiana Department of Energy and Natural Resources and the Center for Planning Excellence. Jacobs Engineering, along with PA Consulting and Xodus, have been selected to lead the technical studies through a public RFI request.
